Frédéric was the first member of the PPP Advisory Services Team of the ADB which was established in January 2010.
For the last two years. Frédéric has been leading ADB's Private Sector efforts in reviving the project bond market in Asia through the use of credit enhancements. Most recently (29 February 2016), he led the team that closed the first climate certified bond (P10.7bn equivalent to US$225m) in Asia and the first for a single project in any Emerging Markets for Aboitiz's Tiwi-MakBan geothermal power plants in the Philippines.
He has over 20 year experience in successfully leading business development, and structuring/executing financings across transportation, social infrastructure, and utilities sectors throughout Europe, Asia and Latin America.
Frédéric began his career at Deutsche Bank in London, Singapore and Madrid (as Head of Project Finance for Iberia); and then worked for Network Rail's Treasury Department (where he structured the £22bn debt issuance platform to refurbish Great Britain's railways); and was a Director at US monoline insurer FGIC (where he led the team that closed the £486m -equivalent to US$1bn - bond for the Macquarie-led consortium for the 3 Peterborough Hospitals PPP in the North of England) in London before joining ADB.
He is a chartered engineer and holds a MBA from EM Lyon Business School, France.
